Revision to Health Care and Welfare

On July 22, 2013, we revised health care and welfare data on between the years 1983 and 1998.  See here for details.

Revision to Health Care and Welfare Expenditures 1983-98

Up to now there has been a break in local authority expenditures for health care between 1998 and 1999 where Health Care drops from £52.92 billion in 1998 down to £45.76 billion in 1999. This arises because in PESA 1998-99 through PESA 2003 health care expenditures of local authorities includes "Personal Services." But starting with PESA 2004 the Personal Services for health are included under Social Protection, which is represented on this site as "Welfare".  In the data between 1983 and 1992 reported in PESA 1998-99 health care expenditures are reported as "Health and personal social services" and "Health".
We have now rearranged the health care and welfare data so that the personal social services related to health are always included under Welfare.  This means that the amounts reported for health care (central government plus local authority) between 1983 and 1998 will be reduced as follows:
YearHealth Care

Amounts for Welfare have now been increased by the same amount from 1983 through 1998.  You can see the "before" in this chart:

PESA 2013 Update

On July 17, 2013, HM Treasury published its Public Expenditure Statistical Analyses (PESA) for 2013. uses the PESA tables of public spending at the "sub-function" level as its major data source for UK public spending. has now updated its spending tables using data from PESA 2013. The update includes outturn spending data for 2012-13, and plans data for 2013-14 and 2014-15. uses PESA's Table 6.4 for Central Government expenditure, Table 7.4 for Local Authority expenditure, and Table 8.3 for Public Corporation capital expenditure.
Since HM Treasury does not provide plans estimates for Local Authority spending, provides "guesstimates" instead. This is done by extending the percentage increase in spending between 2011-12 and 2012-13 for each sub-function for the plans year. It is assumed that local authority spending reductions will not carry through to plans years.
Country and Region spending has been updated up to 2011-12. These are obtained from Chapters 9 and 10 in the PESA document.
